Why can't I duplicate a video or file that has been shared with me?

In order to duplicate an artifact that has been shared with you, the artifact must be shared with you at the 'High' Permission level. If the artifact has not been shared with you at the 'High' permission level, you can reach out to the owner of the video and request that they change your Sharing Permissions.
